Assam Chief Minister Himanta Biswa Sarma announced during his Independence Day speech that the state will invest ₹1.50 lakh crore in capital expenditure over the next five years (2026–2031) to help build a "Vikshit Assam" by 2047.
Out of the total ₹1.50 lakh crore outlay, the state government plans to fund ₹50,000 crore from its own resources, targeting key areas such as roads, schools, urbanization, and rural growth. The remaining ₹1 lakh crore is expected to be secured from the Central government over the five-year period.
Highlighting the state's economic progress, Chief Minister Sarma noted that Assam's economy has tripled in a decade—shifting its identity from "chai" (tea) to "chip," in reference to the upcoming Tata semiconductor facility. He noted that despite facing decades of insurgency and lacking coastal access or raw resources like other states, the "Assam model of development" continues to drive progress.
